QRS stands for Quartz Rate Sensors. Inertial navigation systems, (Accelerometers, Gyroscopes etc.) Inertial Measurement Units, and Attitude and Heading Reference Systems containing Quartz Rate Sensors QRS11-00100-100/101 and QRS11-00050-443/569 almost always require and export license when shipping outside of the United States. (License exemptions may be available for locations in Canada)

For any unit with these sensors that is designed, modified, or configured for military use, licensing jurisdiction falls under the U.S. State Department. This includes parts and accessories as well. They are subject to the controls of ITAR and categorized under the USML XII(d) or VIII(e).

Licensing jurisdiction for these units will fall under the Department of Commerce when the following conditions are met: 1. The units are included as part of a commercial primary or standby instrument system for use on a commercial aircraft prior to export or, exported solely for integration into a commercial primary or standby system. 2. The exporter is notified in writing by the U.S. State Department that a specific QRS integrated into a commercial system has been determined to be subject to the licensing jurisdiction of the U.S. Department of Commerce.
