ADS-B Five Years Later: More Than A Mandate—A Continuing Investment In Safety

When the FAA's ADS-B Out mandate took effect on January 1, 2020, it marked one of the most significant changes to the U.S. National Airspace System in decades. For many aircraft owners, compliance meant upgrading transponders, GPS position sources, or integrated avionics to meet the new requirements for operating in most controlled airspace. Five years later, ADS-B is no longer considered "new" technology as it is an essential part of modern aviation and the foundation of the FAA's NextGen air traffic system.

Yet despite the mandate, not every aircraft that should be equipped is fully compliant. Some aircraft continue to operate only in airspace where ADS-B Out is not required, while others have equipment that has not been properly configured, tested, or updated to meet FAA performance standards. The FAA continues to encourage operators to verify their installations and performance using its Public ADS-B Performance Report (PAPR) system, as even an installed system may not be transmitting compliant data if software updates or configuration changes are needed.

While regulatory compliance is important, the real value of ADS-B extends far beyond satisfying an FAA requirement.

Safety Has Always Been the Real Objective

ADS-B Out allows an aircraft to continuously broadcast its GPS-derived position, altitude, velocity, and identification to air traffic control and other equipped aircraft. This improves surveillance accuracy while reducing dependence on traditional radar, particularly in areas where radar coverage is limited.

However, many pilots are now discovering that the greatest day-to-day benefits come from ADS-B In.

Unlike ADS-B Out, ADS-B In is not currently required by regulation, but it is becoming increasingly common through panel-mounted avionics as well as portable receivers used with electronic flight bags such as Garmin Pilot and Foreflight. ADS-B In allows pilots to receive valuable information directly in the cockpit, including:

  • Nearby aircraft traffic
  • Flight Information Service–Broadcast (FIS-B) weather
  • Temporary Flight Restrictions (TFRs)
  • NOTAMs and other flight information
  • Enhanced situational awareness in busy terminal environments

For many general aviation pilots, ADS-B In has transformed everyday flying by providing information that previously was available only through air traffic control or other specialized equipment.

A Renewed Focus on Collision Avoidance

Recent aviation accidents have renewed industry discussions about expanding the use of ADS-B technologies. Following the tragic midair collision near Washington, D.C. in 2025, both the NTSB and lawmakers have emphasized the potential safety benefits of broader adoption of ADS-B In, noting that additional cockpit traffic awareness could provide pilots with more time to identify and avoid conflicting aircraft. Proposed legislation and ongoing discussions continue to explore wider implementation of ADS-B In across portions of the U.S. fleet.

While pilots should always maintain vigilant visual scanning and follow established "see and avoid" procedures, technology that improves situational awareness has become an increasingly valuable layer of protection.

Beyond Compliance

Five years after the FAA mandate, ADS-B should no longer be viewed as simply another regulatory requirement. Instead, it represents one of the most meaningful safety advancements available to today's aircraft owners and operators.

For aircraft that remain unequipped or those operating with aging/borderline obsolete transponders and legacy avionics, now may be an ideal time to evaluate modernization options. Many certified retrofit solutions available today combine ADS-B capability with GPS navigation, digital flight displays, traffic awareness, and other technologies that improve both safety and operational efficiency.
